Associated Students of Construction Management Constitutional Articles of Purpose

I Provide an organization dedicated to the advancement of student interest in construction.

II Provide student members the opportunity of seminar association with
construction representatives.

III Promote a better liaison between educational institutions and
the construction industry.

IV Promote high professional standards and sound business methods among
the members through the adherence to the principles of the code of ethical
conduct of the various construction organizations with which it affiliates insofar
as these principles are comparable with the policies of Washington State
University as forth in the policies and regulations.

V Operate without profit wherein the income of the organization shall be
expended for the mutual benefit of the organization only.

 

Constitution and Bi-Laws

Article I - Purpose

1. This group has been organized for the educational and social advancement of students interested in construction related fields.

A. ASCM will promote educational advancement through the use of speakers, field trips, and educational opportunities the group may offer in addition to the curriculum provided by the college.

B. Place Emphasis on promoting social interaction between student members and members of the community such as persons from the construction industry and alumni of this institution.

C. Play a role in community service projects within the surrounding area.

 

Article II - Membership

1. Membership to the club will be at the wishes of the individual. Membership will be offered to any parties interested in the construction fields and will not be limited by race, gender, sexual orientation, or any other minority group.

2. Membership is available to people of any construction related field. It is open beyond the boundaries of Construction Management.

3. Membership does not require person or persons to be certified into a particular major. This means that membership is open to all students of the university

Article III - Dues

1. All members are required to pay an annual due of $30. Payment is due before Oct. 1. All parties wishing to join the organization after this point are asked to pay there dues no later than one month after attending there first meeting.

2. The amount of the due may be changed at any given time by a majority vote of all officers of the club.

3. Dues are the same for all members of the club. No member shall have to pay a greater due than any other member. The only exception being that officer’s may not be required to pay dues.

Article IV - Election of Officiers

1. To be eligible to be nominated for election to one of the offices you must have completed the following:


A. Have been an active, due paying, member of the club for no less than one school year.

B. Your nomination must be approved by one of the officers from the previous administration.

C. Another member of the club must nominate you.

D. In the event that all of the criteria above are not fully met, the majority of the officers must approve your nomination.

Article V - Officiers

1. The officers shall consist of a President, Vice President, Vice President in charge of MCA, Treasurer, Secretary, and Social Chair.

A. The President resides over all club activities and contacts and is responsible for running meeting and acting as a liaison with college officials.

B. The Vice President serves as the coordinator of many of the group’s projects and is responsible for filling in for the President in any capacity if the need presents itself.

C. The Vice President in charge of MCA is responsible for all interactions with the Mechanical Contractors Association. This includes coordination of MCA sponsored events and working with the President to coordinate the two clubs.

D. The Treasurer is responsible for all financial transactions that the club makes. This includes donations from industry, merchandise, and fundraising events. He is expected to have substantial accounting skills in order to keep accurate and complete bookkeeping.

E. The secretary is responsible for insuring that accurate records are being kept of meetings, assisting with communications with parties outside the club, and assisting with coordination of events.

F. The social chair is responsible for coordinating, planning, and promoting events for the club that are purely for social purposes. This includes community service functions as well.

2. All officers are elected in the spring of the school year prior to their service and are expected to work with the preceding cabinet for the remainder of the year. At which point there term begins and will serve until the conclusion of the next school year.


3. Officers may be relieved of there duties if:

A. All other officers vote in favor of their removal.

B. A two-thirds majority of all members of the club vote in favor of removal.


4. Additional officer positions can be created at any time if the majority of the officers feel the need. The club must have a Vice President to oversee all other clubs, such as MCA, that are associated with it.

Article VI - Committees

1. Each of the officers is entitled to form a committee of members for the purpose of planning events or coordinating other club activities.

2. The officer in charge of the committee is responsible for reporting the activities of that committee to the President.

3. Committees will be formed and disbanded as needed and seen necessary by the officer that is coordinating

 

Article VII - Meeting procedure

1. Meetings will be held on dates determined by the group of officers.

2. The club is required to go no longer than 6 weeks, during the school year, without having a meeting.

3. Meetings will be conducted by the President (or a fill in officer).

4. Meeting Minutes will be taken, typed, and made available by the Secretary

Article VIII - Advisor

1. A faculty advisor will oversee all actions by the club. The intent of this person is not to create the agenda of the club but to instead insure that it is in compliance with the betterment of the program and its students.

2. The advisor will also be required to sign off on expenses the club incurs to insure that funds are not being misused.

3. Faculty advisor will assist in planning, coordination, and the actions of the club.

Article IX - Disbersements

1. Either the majority of the members or all of the officers must approve all expenditures by the club before the transaction takes place.

Article X - Amendments to the Bi-Laws

1. These Bi-Laws may be amended at any time if all officers or a two-thirds majority of members agree to the changes.

2. If any amendments are to be made the faculty advisor must also approve them.

A. The faculty advisor can only be over ruled by a two-thirds majority vote of the members and the officers.
